The people between a tip and a published record.

Dubai Scammers brings together legal professionals, editors, researchers and investigators to examine fraud, scams, lawsuits, regulator actions and other matters of real public interest — with each job kept separate on purpose.

Four jobs, four sets of hands

No one person can carry a record from tip to publication.

  1. 01ResearchersAssemble the paper trail and write down what is missing from it.
  2. 02InvestigatorsPick up where the documents stop, and verify what they find.
  3. 03EditorsDecide whether the proposed words are fair to the evidence.
  4. 04Legal advisersWeigh the legal and jurisdictional questions, where a matter calls for it.

Signing off a record never turns an allegation into a fact. The evidence underneath is always the foundation.

01Legal Advisory Panel

Outside legal eyes on the cases that need them.

Advisers are named only once they have agreed in writing. Photos are withheld for safety; each portrait is redacted.

03Cross-Border Review

A scheme run from one place rarely stays there.

Someone may live in one emirate, hold a licence in a free zone, face a claim in another country and move money through a third.

So we consider the legal setting of every jurisdiction genuinely connected to the matter. Where it is appropriate, material may go to a legal professional who knows that jurisdiction before anything is published.

Each question is answered under the law of the place it concerns — never by assuming that rules elsewhere are the same.

04Multi-Stage Review

A serious record should survive more than one reading.

Significant investigations may go through several rounds of research, editing and legal review. Along the way, reviewers ask whether:

  • the evidence is genuine and reliable enough;
  • claims and decisions have been kept apart;
  • evidence pointing the other way has been weighed;
  • the people named had a fair chance to answer; and
  • the final words go further than the evidence allows.

If a reviewer finds a real weakness, publication can wait while we get more evidence, a clarification or legal advice.

Review exists to test an investigation, not to rubber-stamp it.

05Editorial Team

The wording never gets ahead of the proof.

Editors turn complicated evidence into a record that says clearly what is known, what is claimed, what is disputed and what has been formally decided.

Headlines, summaries and short descriptions are held to the same standard as the full text.

A claim does not become a “scam” or a “fraud” because the stronger word sounds better. An inquiry is not a finding. A civil claim is not a criminal judgment. And a dismissal or acquittal is never hidden because it spoils an earlier story.

We owe the reader the whole record. Read the Editorial Standards

06Research Team

Every record starts with the documents.

Researchers may work with case files, judgments, authority and regulator decisions, official records, mainland and free-zone registries, ownership records, sanctions lists, submitted material and other lawfully obtained documents.

Wherever it is reasonably possible, key claims are traced back to the original. The task is to establish what a document actually proves — not to repeat how someone else has described it.

When credible evidence undermines where an investigation began, it goes into the file all the same.

07Investigative Team

Some facts live outside every database.

Our investigators may carry out lawful open-source research, speak to sources, research companies and their owners, check documents and, where it is justified, make inquiries in person.

They must keep three things apart: what they saw for themselves, what they were told, and what they are inferring from the evidence.

Dubai Scammers never authorises hacking, bribery, theft, unauthorised computer access, trespass, unlawful surveillance, impersonation for unlawful ends or fabricated evidence.

How a fact was obtained matters as much as the fact.

08Evidence Compilation

Investigators establish the evidence. Editors decide what can fairly be said.

Before a matter reaches an editor, the research may be organised into an evidence file containing:

Primary recordsSource materialTimelinesLinks between people and companiesCourt documentsAuthority and regulator recordsCompany filingsInterviewsContrary evidenceVerification notes

Keeping these stages apart is deliberate. A writer should never have to build a serious allegation out of unchecked fragments. Research comes first and sets the limits of what can be said.

09From Evidence to Publication

The route a material investigation can take.

  1. 1GatherCollect the documents that exist and note the gaps.
  2. 2InvestigateAsk the next questions and obtain more information where that is justified.
  3. 3VerifyTest authenticity, origin, corroboration, the stage any case has reached, and anything pointing the other way.
  4. 4Legal checkConsider the legal and jurisdictional issues the matter raises.
  5. 5EditMake sure the headline, summary, grades and context fairly reflect the evidence.
  6. 6Hear the subjectWeigh any reply or documents from the person or company named, where a reply was sought.
  7. 7PublishOnly once the people responsible are satisfied the record meets Dubai Scammers standards.

The exact path depends on the nature, urgency, jurisdiction and legal circumstances of each matter.

10Right of Reply

What the subject tells us is evidence too.

Where it is reasonably possible and appropriate, anyone facing serious adverse reporting is offered the chance to reply before publication.

A reply might point out an error, add documents, dispute a claim, explain a payment or show that a case has been dismissed, reversed or changed. We weigh it on its merits.

Silence does not make an allegation true. A denial does not erase evidence we have independently verified.

11Contrary & Exculpatory Evidence

An investigation that ignores the other side is unfinished.

Evidence that points the other way must be considered.

If someone was charged, what happened next matters. If a source alleges a scam but official records contradict it, that matters. If the person named sends genuine documents disproving a key claim, we cannot set them aside because they weaken the story.

Dismissals, acquittals, reversals, corrected records and other developments in someone’s favour are given proper weight. The goal is an accurate record — not keeping an accusation alive.

12Conflicts of Interest

Relationships that matter are declared.

Advisers, editors, researchers and investigators must declare any relationship or interest that could reasonably make someone doubt their independence.

A conflict can lead to recusal, reassignment, an extra independent review or another safeguard. Someone with a real financial, personal or professional stake in the outcome should not normally decide a matter alone.

Conflicts are handled under our Independence Policy and logged in the Conflict Register.

13Commercial Independence

A seat at the editorial table is not for sale.

Dubai Scammers may charge for Research Membership, Lens access and other professional research services. Those arrangements are kept away from editorial decisions.

No member, subject, sponsor, contributor or business partner can suppress evidence, approve an investigation, change a grade, block publication or pay to have accurate reporting removed.

Anyone can send evidence supporting a correction without paying a thing. Money never decides what a record says.

14Corrections & Post-Publication Review

Responsibility for accuracy continues after publication.

When reliable new evidence appears, a case moves on, a claim is withdrawn, a judgment is overturned, a subject shows us a genuine error, or something else significant happens, the record may be reviewed.

Real errors are corrected. Real developments are added.

Where a record still holds up after review, pressure or payment alone is no reason to change it. Read the Corrections Policy

15Technology & Human Review

Software can find evidence. It cannot own a conclusion.

We may use technology — Lens among it — to search documents, match names to the right person or company, translate, compare records and keep sources organised.

Output from automated or AI tools is not evidence just because a system produced it. Every important factual statement must lead back to a reliable underlying source.

The decision to publish always rests with the people doing the research, verification, legal review and editing.

16Professional Responsibility

Professional duties come first.

Legal professionals who work with Dubai Scammers stay bound by the professional rules and legal duties of their own jurisdictions.

Nothing in our internal process overrides their duties on conflicts, confidentiality, privilege, independence or anything else that applies to them.

Where a legal professional cannot properly take part in a matter, another qualified reviewer is brought in if needed.

17Team Privacy & Security

Being open about our standards does not mean exposing our people.

Readers should be able to see who is responsible for our standards and how our review works.

But people working on fraud investigations can face harassment, intimidation, unwanted surveillance and other real risks. We may therefore withhold photographs, personal contact details, home locations and other identifying details of our legal, editorial and investigative teams.

Where an adviser is named publicly with a title, qualification or jurisdiction, those details must be accurate and checkable. A redacted photo is never cover for inventing or inflating credentials.

The standard

  • An investigator believing something does not make it a fact.
  • An editor publishing it does not make it true.
  • A lawyer reviewing it does not make it a legal finding.

A Dubai Scammers record carries weight only because of the evidence behind it. Our advisers, investigators, researchers and editors exist to challenge that evidence, test the words used to describe it and find the weak points before publication.

Thin evidence means the record says less. New evidence means the record changes. Evidence that cannot support publication means the investigation stops.
